Blizzard confirms that Diablo 4 is still getting Set Items, though you'll likely be waiting until post-launch for them to be used in-game.
Game designer Joe Shely explains during a recent roundtable that reimagining sets in a manner that works with Diablo 4 properly wouldn't be possible until the beginning of next year, but the team is considering adding them to their live streaming service.
"As we've been building the game, it seemed that we could create sets in a new method that was different from what we've seen during Diablo 3. But, we needed some additional time to incorporate them into the game with a style that would be compatible with the rest of Diablo 4, so you will not see them at the beginning on the map," Shely explains.
